When an imported vehicle exported to Colombia arrives at a dealership, its infotainment maps and connected features follow the original factory region configuration. The manufacturer's accompanying disclosure explains which regions work and which require activation. A salesperson may mention it briefly and the customer may nod, yet no written note appears in the order. If the customer later finds that maps do not display in another department or returns with a brochure to challenge the claim, only the record made at the time can support the dealer's account.
This disclosure falls under two sets of local rules. As product information for consumers, it is subject to the 2011 Consumer Statute, Ley 1480. The location and trip records generated by the infotainment system are subject to the 2012 Personal Data Protection Law, Ley 1581. Both are enforced by the Superintendence of Industry and Commerce, SIC. Their entry points overlap, but their procedures differ. Keep evidence in separate fields so that a later dispute can be identified as an information issue or a data issue.
This article covers handoff recordkeeping only and does not constitute legal advice. Refer to officially published statutory texts and current page versions. If a point cannot be verified, mark it pending verification instead of forcing a conclusion.
Align version, text, and claims
Perform three checks before entering the disclosure into the record. First, which vehicle does it identify? Check whether the header includes a VIN or configuration number and whether the version and date are clear. If the disclosure cannot be tied to a specific vehicle, the vehicle cannot be marked “verified.” Second, is there Spanish text? Under Article 23 of the official full text of Ley 1480 in the Senate's legal library, information supplied by producers and sellers must be clear, truthful, sufficient, and verifiable, and all required minimum information must be provided in Spanish. Sending only a Chinese version does not amount to providing the disclosure to the customer. Third, does it match the advertising? Article 29 of the same law makes objective, specific advertising conditions binding on the advertiser. If an advertisement promises “global navigation” while the disclosure covers only the factory region, that inconsistency itself creates a risk. If any of the three checks fails, mark the field pending verification and do not yet write “explained to the customer.”
Who handles the data and how
Receiving the vehicle, demonstrating it, and activating an account can each leave location traces in the infotainment system: navigation history, frequently visited places, and accounts and phones linked to the vehicle. Information that can identify the owner is treated locally as personal data. Processing in Colombia falls within the scope of Ley 1581, requiring authorization and notice, with use limited to the purpose of collection. The law also specifies circumstances in which entities outside Colombia are legally subject to Colombian law. Verify against the official Ley 1581 text in the regulatory library.
Owners have rights to access, update, and correct this data and revoke authorization, among others, under Article 8. Inquiry and claim procedures are set out in Articles 14 and 15, respectively. Inquiries must receive a response within 10 business days. Correction, updating, or deletion follows the claim procedure and must be handled within 15 business days. If an extension is genuinely necessary, explain the reasons in writing first; the additional period may not exceed 8 business days. Add an “in process” notation to the record within 2 business days of acceptance. The handoff page must identify who processes the location data, where it is stored, and who owns the account. If any of these cannot be stated, keep the data field pending verification.
Use the right channel in order
Both responsibilities sit within SIC: it supervises consumer protection, while the Delegation for Data Protection exercises oversight under Article 19 of Ley 1581. Having the entry points in one agency is convenient, but the two procedures must remain distinct.
For inaccurate information or misleading advertising, consumers first seek repair, replacement, or a refund directly from the seller under Article 3 of Ley 1480. Matters concerning consumers' collective interests follow the reporting route. The SIC consumer protection page explains these two approaches separately. Its scope includes misleading information, quality problems, and failure to honor guarantees. Submit online through the PQRFS form and track progress using the CUN number.
The data procedure has a prerequisite: Article 16 of Ley 1581 requires completing an inquiry or claim with the party processing the data first. If the result is unsatisfactory or the response deadline passes, use the complaint channel listed on the SIC personal data protection page. Skipping the prior step will result in the complaint being returned. Registration obligations currently apply to entities such as corporations and nonprofit entities with total assets exceeding 100,000 UVT, as well as public authorities. Newly created databases must be registered within two months of creation, and the public can search the register freely. Consult the SIC National Database Registry information page for the detailed requirements.
Four handoff fields, two statuses
Bring all checks into one handoff page. Put the VIN, document number, and dealership arrival date at the top, four fields in the middle, and one line each for the conclusion and unresolved issues at the bottom. Use only “confirmed after review” or “pending verification” as the conclusion. For pending items, identify the missing materials and close each item separately after the additional documents arrive.
| Handoff Field | What Is Required to Pass | What to Write If Blocked |
|---|---|---|
| Vehicle and order | VIN, configuration number, and document number are complete; the disclosure identifies this vehicle | The disclosure is not tied to a specific vehicle; do not yet conclude “verified” |
| Disclosure and Spanish text | Version and date are clear; scope and activation conditions match the actual vehicle; Spanish text is available | Only a Chinese version is available, or it conflicts with the vehicle or advertising; mark pending verification |
| Data and account | The processing party, processing location, and account status are identified; the customer has been told how to exercise their rights | The processing party cannot be identified; mark the data field pending verification and list the missing materials |
| Acknowledgment and delivery | The customer's signed receipt or the list of documents delivered with the vehicle is on file | Without proof of delivery, keep the acknowledgment item open |
Update rule: when the manufacturer issues a new disclosure, such as adding map regions or changing activation conditions, update only the affected fields. State which version it replaces and retain the old version's date. Whenever the scope changes, redo the customer acknowledgment field. If the vehicle, entity, or rules change, review the entire page before reaching a new conclusion.
A disclosure requires more than a verbal reply. With four completed fields and two possible conclusion statuses, this page gives both the next person in the workflow and the customer a record they can return to for answers.
FAQ
Who handles a complaint that the promised navigation fails?
Start by reviewing the sales records internally. Objective, specific conditions in advertising bind the advertiser, and any discrepancy between the advertising and the disclosure supplied with the vehicle must itself be recorded. Under Article 3 of Ley 1480, the consumer may first ask the seller for repair, replacement, or a refund. If that fails, follow the online procedure for the appropriate one of the two approaches on SIC's consumer protection page.
Who deletes saved places and trip history, and by when?
This is a data-related claim. Submit it in writing to the party processing the location data, which must handle it within 15 business days. If an extension is needed, the reasons must first be explained in writing, and the additional period cannot exceed 8 business days. Add an “in process” notation to the record within 2 business days of acceptance. If the response is overdue or the result is unsatisfactory, complain to SIC's Delegation for Data Protection. A complaint will be returned if the processing party has not been approached first.
If the manufacturer provides only a Chinese navigation region disclosure, is the disclosure process complete?
No. Required minimum information for local consumers must be provided in Spanish. The Chinese version can serve only as an internal review reference. Mark the handoff page's “Disclosure and Spanish text” field pending verification. Mark it “confirmed” only after the Spanish version has been checked against the actual vehicle and the customer has signed for it.
If the manufacturer later updates service coverage, should the old disclosure be invalidated?
Retain the old version; do not delete it. For the new version, record the supersession relationship, effective date, and scope of impact on the handoff page, changing only the affected fields. Redo the customer acknowledgment field whenever service coverage changes. If the vehicle, entity, or rules change, review the entire page before reaching a conclusion.

When a Colombian order calls for a check on the boundaries between a navigation region service disclosure and vehicle data, submit the vehicle and order identifiers, available materials, and questions requiring confirmation through the Starvia contact page or WhatsApp. Then confirm the available vehicle sourcing and export documentation item by item.
