When receiving vehicles, first check the transport unit, the seals and the VIN range, then inspect the visible condition and accessories. A seal without anomaly can only support the checks for the corresponding leg; it cannot by itself prove that the quantity and condition inside the container have not changed.

Record Differences at the Same Handover Moment

With a Nissan Sylphy as the transport object, use the actual VIN and loading list rather than counting by model name. What is signed for is entered in the transport handover sheet or yard record; the commercial invoice does not carry custody confirmation. DNIT is Paraguay's tax and customs authority; its portal is used to check the regulatory formalities involved.

Change found Immediate action Follow-up handling
Seal does not match records Photograph and check the reseal authorization Contact the carrier and the relevant supervising party
VIN or quantity mismatch Stop confirming that item as free of difference Re-check loading and unloading records
New damage or missing accessory Both parties keep a difference list Arrange survey, replacement or inspection

Arrival preparation can first confirm who receives the transport documents, who is responsible for the on-site check and who is told when a difference is found. When inspecting seals, keep their visible state and the correspondence with records; units not authorized to be opened are not opened by staff on their own. Interior items that cannot be viewed are noted as unchecked rather than pre-filled as free of condition or accessory differences.

It is recommended to record the receiving scope item by item against the actual handover subject. Documentation staff explain the transport documents and site staff describe the physical vehicle state seen; when the two conflict, keep the original wording and the on-site records. The signatory only confirms the checks in which they actually took part and does not sign on behalf of staff who have already left.

Open Separate Nodes for Vehicle Changes and Temporary Custody

When the carrier vehicle, driver or yard changes en route, add the continuation time and vehicle scope. The WCO field framework does not decide specific liability; responsibility still needs support from the transport contract, actual records and the applicable procedures.

For explanations of resealing or mid-route adjustments, ask who proposed it, under what requirement and who actually carried it out, then have the people responsible for transport and the related formalities verify. Content that was only relayed notes its source; authorization not found remains pending. Identity or quantity issues are first located to the affected scope rather than rewriting the whole handover sheet as a blanket "received".

When new damage is found, the receiving party can preserve the state and notify the handing party; technical and responsible handlers arrange assessment and material checks separately. For temporary custody, note the location and the person in charge, and re-confirm the conditions before the vehicle moves again. Necessary handling and cost bearing are kept on record separately.

When the Basis for a Reseal Cannot Be Found after a Mid-Route Handover

Example only; the contract and the physical vehicle prevail. A transport unit carrying a given VIN arrives at the warehouse with a seal record that does not match the state at arrival. Receiving staff can stop confirming that item as free of difference, preserve the visible situation and contact the transport lead to look up the mid-route handover and reseal material. Until the matter is clarified, they do not open or reseal the unit themselves to fill in the records.

When material is later obtained, ask the responsible person to confirm whether it covers the current transport unit and the vehicles concerned, and to state the actions that can continue. Parts that cannot be traced remain an open exception, clearly explained to the person taking over custody. On-site signing records are not overwritten by later organizing tables; keep the actual sequence of discovery and resolution.

FAQ

Can a unit be opened on our own when the seal does not match?

First check the regulatory and carrier requirements; do not handle a controlled transport unit without authorization.

Can an anomaly still be logged after the driver has left?

Preserve the finding and notify promptly; do not fabricate an on-the-spot joint confirmation.

Does a small missing accessory need to be recorded?

Log it against the handover list; do not let an unchecked item default to complete.

Can transport records replace declaration materials?

No. Different materials are prepared separately for their own purposes.

When preparing inland transit, state the transport unit, the reloading nodes and the receiving arrangements, via the Starvia contact page or WhatsApp.
