Yes. Any difference in the VIN, party name or model field should leave a correction record, and it must be re-confirmed whether it affects other documents.
Is it enough for the model certification to cover the same model family?
Do not look only at the family name. Check powertrain, model year, version and the actual vehicle label, and have the entity responsible for the local declaration confirm the scope.
Can the exporter complete the document pre-review?
The exporter can organize the documents, but tariff classification, permits and the final declaration must still be confirmed by the agent and the entities with local responsibility.
