For bulk-order packing-list reviews, do not sample only one vehicle or one document. Use stratified sampling by model, lot, and exception risk, and record each review result in a cross-reference table for the commercial invoice, packing list, bill of lading, origin documents, and conformity documents. If the same deviation recurs, expand sampling or suspend release to prevent vehicle identity, quantities, and document fields from being unreconcilable. New destination-country document requirements are confirmed by the local customs broker.
