One question often holds up delivery: the previous owner's account is still linked to the infotainment system. Every time an imported vehicle changes hands, another login may leave behind navigation records and cloud account links.
In Paraguay, ownership transfer and account sign-out are two separate actions that are not linked. Vehicle ownership is registered with the National Directorate of the Motor Vehicle Registry (DNRA), which operates within the Supreme Court system. Manufacturer accounts reside in the manufacturer's cloud; changing the registered owner does not change the account link.
The following internal pre-delivery review follows the local processing sequence: identify the owner, remove account links, clear data, and finish with official channels.
Use this review sequence:
| Sequence | What to Check | Reference Basis | Completion Indicator |
|---|---|---|---|
| 1 Verify the owner | Whether the VIN matches and the names on the registration and import documents match the buyer | DNRA registration and ownership transfer documents | Documents are consistent |
| 2 Sign out the account | The old vehicle link and phone number under “Vehicle Management” in the manufacturer app | Vehicle manual and manufacturer help page | The old account can no longer log in; screenshots include dates |
| 3 Clear remaining data | Bluetooth pairings, navigation history, and logged-in media accounts | Infotainment settings and factory reset | No automatic login or old history after restart |
| 4 File records and respond | Data requests from the previous owner or buyer and written responses | Constitution Article 135; Ley 7593/2025 | Responses are filed and dated |
Whose name in the registry governs delivery
Confirm ownership before addressing sign-out. Ownership transfers are handled through the National Directorate of the Motor Vehicle Registry portal. For imported vehicles, group customs clearance documents, invoices, and registration documents by VIN, distinguishing the documents associated with the previous owner from those associated with the buyer. If the registered owner differs from the person handing over the vehicle, or document pages are missing, mark the case “pending verification” and pause activation. Registration changes only the owner's name; it does not trigger cloud unlinking. An ownership transfer receipt is not proof of account sign-out.
Sign-out points in both systems
For an accessible account, unlink, transfer, or delete the vehicle through “Vehicle Management” in the manufacturer app or website. Some brands use an ownership transfer process that requires the new owner to register first to receive the vehicle. After sign-out, link the vehicle to the buyer's account and verify on site that remote functions no longer point to the old number. When an imported vehicle's old account is inaccessible, common reasons include the previous owner registering in the original market, a deactivated phone number, or incompatibility between infotainment services and the local network. Use a factory reset according to the vehicle manual as a fallback. Follow the manual and manufacturer help page for menu locations, and explain beforehand what will be erased. Verify on site that the system does not log in automatically after a restart and that the old phone does not connect through Bluetooth. Record the person performing the action, the date, and the result in one line.
What clears the data and under what law
Distinguish two points in time for data handling. The current directly applicable basis is habeas data under Article 135 of the 1992 Constitution: individuals may access their own data and request updates, corrections, or destruction of information that is incorrect or infringes their rights. See the Senate's Constitution page for the text. Ley 7593/2025, the Personal Data Protection Law, was enacted on November 27, 2025 (Congressional Library statutory text). It takes effect 24 months after official publication under Article 57. The supervisory body, the National Personal Data Protection Agency, is established within the Ministry of Information and Communication Technologies (MITIC) under Article 34, and implementing regulations must be completed within 24 months of publication. As of the review date, the law has been enacted but is not yet effective; written records serve as direct evidence. Plan ahead for the new law's retention-period principles and its incorporation and repeal of the specific credit-information law, Ley 6534/2020. Respond to deletion requests in writing, specifying which layers were cleared, the verification actions, the reasons any layers remain uncleared, and the date.
Where to send a formal objection
Before the new law takes effect, judicial remedies are available under Constitution Article 135. Once it takes effect, complaints can be filed with the National Personal Data Protection Agency. Consumer disputes have a separate competent channel. For each order, file the vehicle identifier, registration and import documents, execution records, and responses together. FAQ
Does the previous owner's infotainment account sign out automatically after a vehicle ownership transfer in Paraguay?
No. Ownership transfers are processed by the National Directorate of the Motor Vehicle Registry, which changes the owner's name in the register. Manufacturer accounts reside in the manufacturer's cloud, and the two systems are not linked. Sign out the account separately as described in the second step above and retain a record. The ownership transfer receipt does not prove sign-out.
How should this order be handled if the account the previous owner registered in the original market is inaccessible?
First check the manufacturer's ownership transfer or customer support process. If no route is available, perform a factory reset according to the vehicle manual and verify the result on site. Record the reasons and date for any layers that cannot be deleted. Keep the order “pending verification” instead of closing it verbally.
Does Paraguay currently have a personal data protection law, and which provision can be cited if a problem occurs?
The current basis is habeas data under Article 135 of the 1992 Constitution, with Ley 6534/2020 separately covering credit-information scenarios. Ley 7593/2025 was enacted on November 27, 2025, and takes effect 24 months after official publication under Article 57. It was not yet effective as of the review date.
What should the dealer say first if the previous owner later asks for data to be deleted from the infotainment system?
Ask for a written request with identity and vehicle identifiers. Follow the three steps in the article to clear the data and verify the result on site. Provide and file a written response explaining what was deleted and why anything remains. The basis is Constitution Article 135 and the contract terms. Once the new law takes effect, its retention-period obligations and the complaint channel through the national agency will also apply.
When a previous-owner account is only partly signed out on a Paraguayan order, send the vehicle and order identifiers, registration documents, and screenshots to Starvia or WhatsApp to organize a checklist and a list of missing materials for that vehicle's sourcing and delivery stages.
